If sales insights card is being created regarding an entity, example opportunity, and you have a condition which when satisfied, you want to see cards related to those entities on top, you need this feature.
Example : You have insight cards created for 2 opportunities as below.
Opportunity 1: Estimated Revenue : $1000k
Opportunity 2: Estimated Revenue : $5000k
And a rule is set -> estimated revenue > $2000k, insights card related to Opportunity 2, will show on top.
In fact, rule defined on optimize ranking page, takes highest priority in system.
