failed when publish workflow to CRM: invalid assembly public key

dynamic crm 2016 

Create a workflow by visual studio 2019 16.5.4, failed when register it by Plugin Registration Tool. but success when used visual studio 2015 to build it and deploy. I wonder to know why?

merge some dll to one used ilmerge after building.

after checking the log of ILMerge, found a strange error as following. I wonder to know why?

Resolved assembly reference 'System.Data.SqlXml' to 'C:\Windows\Microsoft.NET\Framework64\v4.0.30319\System.Data.SqlXml.dll'. (Used referencing Module's directory.)
ILMerge error: The target assembly was not able to be strongly named (did you forget to use the /delaysign option?).

    VS 2019 you may referenced to latest framework. Try to target the same to 4.5.2 and try
