I need to assign roles to a user so that they can create vendors. I checked in security diagnostics the duty maintain vendor master and found the below roles
I have tried assigning all these roles but the user is still not able to create a vendor.
Do I need to provide any other roles so that the user can create vendors?

These roles should give permissions to create new vendors if there are no other modifications to the contents of these roles or underlying duties and privileges. Can you check if there are changes done for the related security objects? In addition, check if there is another role with deny permissions. If that is the case, the deny will have higher priority above the full permissions.
Can you also explain what the users currently see or have available on the vendor list page and details form? What is the exact situation if you mention that the user can't create a vendor? Is the 'New' option not available or does the user get an error?
Use the task recorder and create a new vendor, once finished save the record and use the tool "Security diagnostics for task recordings", you'll find it in System administration\Security:https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/dev-itpro/sysadmin/tasks/security-diagstics-task-recordings this is an easy way to assign roles to an user based on a task
