To create a command bar button on the Create Journey Form in the initial stages

I have a side pane for Help on Journeys. How can I create a command bar button on the forms below(images) to open the side pane in case the user accidentally closes the side pane? I tried to do it via Command bar editor but the form is non-existent so could not do it. I have the JScript for it. I just need to know if the button can be created on this page or the actual journey page?
