Can I finalize a PO even it's status is not yet invoiced like received?
I tried doing it but the I can't click the icon or I miss something in the process.

I believe we can only Finalize a PO only when a PO is in Invoiced or Cancelled status.

To enable Finalizing option in the purchase order, all lines must be either canceled or invoiced
