Job Registration against a setup job can't be reported after process job has been started

I am implementing Manufacturing Execution and am seeing a condition where a production setup job is set to schedule cancelled once the associated process job is started. Logically this makes complete sense.

I have a business requirement where a user would like to also report machine adjustments as setup while a job is in process. (ie set up job and report in ME; start process job and run 100 pcs; machine adjustment needed - report more time against setup).

I know I can report this using a job card journal but this would need to be done after the fact.

Is there any way to set ME up to allow a setup operation to be reported against more than once even when the associated process job is started?

    Setup and Runtime checked

    All job types are active

    Setup and Runtime are set for job management, working time and capacity
