Facing the below error when I click on the workflow

Did you check with your system administrator if there are policies which could block the download of the click-once application which is hosting the workflow configuration editing?
Which browser you are using? try using Edge

I checked and I have all admin rights in the system too
Do you also have admin rights on your network? If so, check if there are some policies around downloading executable files.
Does this issue occurs only on this workstation ? If yes, you can try to clear the ClickOnce application cache (only if the issue is specific to a single computer)
It will clear the cache for ALL ClickOnce applications. This should generally only be done if there is an issue that is specific to a workstation which does not occur on another workstation.
1. Make sure all ClickOnce applications are closed on the computer, including Report Designer2. Open a Command Prompt as Administrator3. Run the command:
rundll32 dfshim CleanOnlineAppCache
There will be no output from the command if it fails or completes successfully
