Outlook Dynamics plug in for Email Tracking

we are using the Dynamics Outlook Plugin for tracking emails.  We are using it to track against Opportunities by setting a Regarding on the email.  Once we do that, the email has the tracking set to that record.  Each of these records have a very strict security model set between different organizations using the ownership.  The emails that are tracked between these Opportunities should not be seen by other users outside of that Ownership model.    We had a user (UA) track an email on an opportunity (OA)  and sent that email to another user (UB) in another organization, which tracked fine.   What happened next is where we are confused.  The second user (UB) forwarded that originally tracked email to their client, so now that forwarded email from (UB) is now tracked on the originating opportunity (OA), where that UB has just divulged confidential information to their client on an opportunity in another secure area. 
 
I am getting conflicting information when I research to understand exactly HOW it's supposed to work?  Are all future forwards supposed to show up on the originating tracked email?  I have read elsewhere that once the Forward starts, that stops the tracking on this opportunity and is only tracked if the person forwarding re-tracks it.  

Do I have something setup incorrectly?  I am trying to locate the official documentation with maybe a flow chart of how it's supposed to work, but cannot locate it and with the conflicting research that I am finding, it's challenging to know if this is the intended purpose, which does NOT seem like it would be.

We are also finding out that there are some other tracking items that are causing concerns.
