Consume on hand to cover safety stock before covering the forecast

Hi,

I need to use the current on hand to cover the safety stock before covering the demand forecast.

I have the following scenario:

Item X

Onhand: 1 qty

Safety Stock: 1 qty

Demand Forecast: 4 qty


in each time I run master plan, it gives me 1 planned order with 4 qty with the below requirements:

Demand forecast: 3 qty
Safety stock: 1 qty 

actually what I need is 1 planned order with 4 qty but with the below requirement:

Demand forecast: 4 qty
