Issue with Sub-Budget Editability and Budget Number Modifications in Distribution Stage - D365FO

Hi 

I am currently facing an issue related to budget planning in Dynamics 365 for Finance and Operations. During the distribution stage of the budget workflow, sub-budgets are automatically created for each department from the main budget. However, I have observed that these sub-budgets are not editable, preventing any modifications to the budget numbers.  
 
While I understand that locking the sub-budgets may help maintain budget integrity and control, I have a requirement to allow departments to add their estimates and make changes to the budget numbers during the distribution stage. This flexibility would greatly improve our budgeting process. 
 
Could you please assist me in understanding why the sub-budgets are not editable and how I can configure the system to enable modifications to the budget numbers in the distribution stage?  

I appreciate any guidance or steps that need to be taken in order to allow the necessary budget modifications during the distribution stage, while still adhering to financial control processes.

    First, I would to thank you for your replay and information provided. And I would like to inform you that the user have a full privilege for editing the budget.
     
    I just need to inform you that in my budget scenario the budget layout contain of two fields are Baseline (Amount from financial department) and Requested ( amount requested from department) suppose that the baseline is not editable but requested field only need to be editable in distribution phase. I believe both fields not editable because the status of workflow is (in review) and I think there is a way that we can have requested field editable at distribution phase. the issue is the automatic distribution not done unless workflow is submitted. I need your help if you have any solution that make me able to modify and edit department requested field.

    You can refer to this official document: Budgeting overview - Finance | Dynamics 365 | Microsoft LearnThis article explains the minimum configuration that is required in order to create budgets in finance and operations or load them from a third-party program. Have you checked whether the user has corresponding privileges and can edit budget figures? It may be caused by not having the privilege to edit the budget.
