You can allocate budget plan from one department to other departments by using manual allocation from budget plan lines or automatially by using workflow. Here you can find more deails: docs.microsoft.com/.../budget-planning-data-allocation
For that you will need to setup budget plan configuration and budget plan process considering the following link: docs.microsoft.com/.../about-budget-planning-configuration-and-setup
