Autorization to delete any lines within the Calculate / Approval groups

User needs to be able to delete any lines within the Calculate / Approval groups. Currently this is only possible for the system administrator role. I tried few options but the delete option remains greyed out. 
I need to know which duties and ore reference to be added to the applicable role. Or would it require additional set-up change.
