Plugin registration tool fails to connect to server

I am attempting to connect to an On-Premises server running Dynamics CRM 2015.   After selecting the "Add New Connection" option from the menu, filling in all pertinent data, and then selecting the "Login" option from that sub menu, the tool goes through "Getting CRM Organizations", and "Login to Default Organization" messages, before returning to the same login screen, without displaying an error message. 

I am able to access the server from internet explorer, using same login data, and I also have system administrator privileges.

    Could there be a setting on the server that is preventing the tool from connecting to it?  Also, is there an alternative to using the plugin registration tool to register plugins and steps on the server?

    Zrm,

    If new step cannot, if only disable or enable then can.

    Have you tried using IP address or login to the server and use the localhost to connect.

    Hi zrmyers,

    I mean you go to server, remote desktop or whatever

    Then install the plugin reg tool there

    And login there using localhost.

    If you cant connect using plugin reg tool outside the server but can in there in the server, there are possibilities here:

    1. Your PC and Server have different time less or more than 5 MINUTES, this is one of the prerequisite to connect to CRM Service same as well connect to any tool that utilize CRM Service, which you mentioned IP also cannot, then it is very likely possible.

    2. Try to ping the CRM Server and try to go to customization, developer resource, then can you access the .svc? You can find it there, go to IE or any browser then copy paste the URL there try you can access or not.

    Just adding to other answers: Please make sure you have the latest version of the tool and the DLLs. Using older version of the tool/assemblies causes this.

    UPDATE:  Other server users added an organization to the Dynamics solution, after which the connection step problem started to occur.  Because this is no longer deemed a connection issue, I started another thread, and am considering this thread resolved.

    I am having the Exact same issue in a CRM 2016 On-line envirionment. My user had been disabled and re-enabled as I was able to use the plugin registration tool prior to my account been shut off. Is there a way around this?
