Payroll maximum number of employees

I have a customer who owns Payroll and is licensed for 100  employees .  She currently has a total of 59 active and inactive employees.  She is getting the following message when creating a new employee.  "You are approaching the maximum number of employees.  You have 1 employee (s) remaining.  This customer only has one company database - no test database.   What can be causing this error and how can we fix it?

    please follow this KB and let me know if the correct employee count is restored.

    Check if they have TEST Company in same enviornment? If yes then Test  Company should be ended witht <TEST>  e.g. "ABC Co. <TEST>"
