I am trying to follow below
and seeing options not available in Power Apps solution.
It says add it to solution - and i cant do it as Solution doesn't have a way to import Provider definition
Further on Step below, could not find action "
For Action Name, enter "msdyn_CreateProviderMessageRequestExecution".

I was able to resolve the issue- You need to make sure that on Power automate the environment is selected right- I was creating connection in different environment than what was attached to the IOM instance. Also Most of the documentation refers to as below
Select Add existing > IOM Provider Definition Logic Definition.
there is no IOM Provider definition in Power app maker portal so you have to use below
