what has caused below issue? have you come across such a issue?

I do assume this is on an on-premise environment? The error seems to mention that there is an issue with the user credentials or settings.

this is cloud environment. is this happening because i do not have enough space on MSSQL drive
Most likely. That will be the first step to cleanup all unnecessary sql backup files before attempting to do the import

this is microsoft controlled environment and i do not have admin access.
how do i clean up?
If its Microsoft Managed, then you will have to open a support case and an engineer with the required access can work with you to get the files/folders cleaned up
Open a support request to Microsoft and the support engineer will help with you.
