Expense Management Policy - Multiple Criteria

I am trying to create a policy on the expense report Header that looks at the Location field. We want to reject expense reports that do not have one of the listed locations entered.  When I add more than one criterion, the policy fails.  
 
I created three expense reports.
 
1. with the location value of AUS
2. with the location value of DAL
3. The location is blank
 
How can I create this policy so that it looks at multiple variables?  We have nine locations.

    Hi Wyman,
     
    The 'OR' condition is wrong here. If the location is not A or not B, will always have one of the conditions returning false. You can use the 'AND' operator in this scenario.
