Is it possible to create a D365 Marketing E-Mail with table of contents as seen on this screenshot? I am not sure if the anchor element is meant for this, if so could you show me how to do this?

Yes, that's what I mean by using Anchor to add an id to it, the other way is to add the id manually in the HTML.

Hi I tried it myself. It worked with the anchor element, thus you can do it without editing the HTML Code.

I create two text for testing, one has been set the Anchor and the other not.
And from the HTML designer, the difference can be seen.
The text with Anchor has an id, which can be used for linking or identifying.
The text without Anchor does not have id and if you'd like to link to it, you have to edit the HTML with an id or set an anchor for it.
So in short, the Anchor is used to position these elements.

Yes, there is no such option. But the HTML designer itself is an OOTB feature.
In simple terms, just assign an id to the content block you need to jump to and set the link to jump to that id.

Do you mean inserting the links of the topics which can jump to the specific topic by clicking them?
If yes, you can achieve it with the HTML designer.
For example, link the Topic 01 to the text block of it.
You can use the HTML something like the following snippet.
