Good morning, I would start with SmartLIst and build a report based on Financial >> Account Transactions - from the base report, you can add the field "User who Posted"
I was able to modify my Smartlist in about 5 minutes and got the basic format of your request built.
From there you can start to build out the filtering you are looking for. If this does not work, then use this as a way to get the data out to Excel, once there the possibilities for filtering and reporting are limitless.

To add to what Bill already suggested, there is also a built-in report scheduler in GP or even better, you can setup this type of reports (once you figure out the data) in SSRS and schedule it to send out on a monthly basis by e-mail or save it on a network share.
I have a smartlist report for Manual Journal Entries only. Were you able to get it set up?
