Licensing Prompt for HR Self Service Despite System Administrator Role

Hey fam

As part of auditing our licensing ahead of the upcoming enforcement changes, I’ve reviewed my own access. I hold only the System Administrator role in Dynamics 365 FO, with no additional roles assigned. However, when accessing the Power Platform Admin Center, I’m receiving a prompt stating that a Human Resources Self Service license is required.

Given that system administrators are generally exempt from licensing requirements, I’m trying to understand why this prompt is appearing. Has anyone else encountered this, or can someone clarify what might be triggering the HR-related license requirement in this scenario?

Appreciate any insights.

Licensing Prompt for HR Self Service Despite System Administrator Role
As you can see in your own screenshot from PPAC, the standard "System user" role is the one triggering the license requirement, not the system administrator role.

It is correct that Microsoft right now exempts System Admin from the enforcement, but just assigning the system admin role does not exempt you. Every other role will have to be removed from the user in order for them not to require any license.
It is not practical, clever or logical but that is just how it is at this point in time.

Licensing Prompt for HR Self Service Despite System Administrator Role
Think I saw your thread on Reddit, but I'll answer it here anyway. Hope you don't mind.

First of: Microsoft is working on changing license enforcement, so it might explain why you are receiving a prompt. Andre wrote a really great blog post about it here: https://dynamicspedia.com/2025/05/help-user-license-enforcement-in-dynamics-365-fo/

However, that said, I cannot remember the PPAC explicitly prompting for licenses. Normally you are just blocked when you try to access apps.
If it's the license report in PPAC, then I'd take it with a grain of salt. It's somewhat buggy.

As I understand the license guide, the system administrator requires some sort of operational license unless it's a vendor; That's what I'm doing. See here: https://alexdmeyer.com/2024/09/03/what-license-do-sysadmins-need-in-d365fo/

There are way smarter people on the forum than me that can chip in, but my advice is to have a call with your CSP or Microsoft to have a legally binding answer.

Licensing Prompt for HR Self Service Despite System Administrator Role
Good morning, afternoon, or evening depending on your location!

This issue seems to be related to licensing enforcement changes in Dynamics 365 FO, where certain HR-related functionalities now require a Human Resources Self Service license, even for System Administrators.

    Possible Causes & Solutions
    1. HR Self-Service Access Triggering the Prompt
      • Even though System Administrators typically bypass licensing restrictions, accessing HR-related features (such as employee self-service or HR dashboards) may trigger the requirement.
      • Check if your user profile has any HR-related permissions assigned.
    2. Power Platform Admin Center Licensing Enforcement
      • The Power Platform Admin Center may be enforcing new licensing rules that require explicit HR licensing for certain actions.
      • Review the latest licensing guide to confirm if HR Self Service is now a required license for admin users.
    3. Cross-Entity Licensing Conflicts
      • If your organization operates across multiple legal entities, licensing enforcement may be stricter.
      • Verify if your legal entity settings are affecting access permissions.
    4. Check for Role-Based Licensing Dependencies
      • Some hidden dependencies may be causing the prompt.
      • Review your security roles and ensure no HR-related permissions are assigned.
    Next Steps
    • Try accessing the Power Platform Admin Center from a different account (without HR-related permissions) to see if the issue persists.
    • Check Microsoft’s licensing documentation for any recent updates on HR Self Service licensing.
