the user probably has other security roles (by itself or by the teams he is member of) that give access to the other work orders
I have made the app with System admin and system customizer role and I have shared the app to a customized role which has user level access to work order entities then where is the problem occuring?
views only display the data that is made available with security roles. If the user can see data that is not supposed to see, it means the security roles are not setup correctly
Actually it is available through views, and I cant remove the views as by default one is needed. And I have edited in security roles but still I can see other users data

you can specify inside a security role if a user can access only its own records or only records from the business unit or all records inside the instance
