what is the procedure if i want to trigger an work flow on click of submit button of a form in power app portal?

In general, 'Submit' button means create or update the current record.
If so, you can set 'Record is created' and 'Record fields change' as trigger:
Or you can create an on-demand workflow and add it in 'Action button configuration' of form:
