We have pay for Nav 2013, to our partner but it is not implemented yet. We dont know license is purchase or not. How can I know Licence is purchase or not for us. What is the option for going to Nav 2013 R2 now. Is there a additional cost for it. If it is yes, how much ?

As Jens said, you will have not additional cost for NAV2013R2. I think, this is a good idea to implement new version if you are not prepare old version development.
You need ask your partner, is he ordered license. If he is ordered a license, ask him customer source parameters and license file.

as long as your maintenance plan is current, the license should be good for NAV2013R2, too. So, for the license - no additional cost. Whether to implement directly on NAV2013R2 depends. It would require that all your Add-ins / Add-Ons you bought are also available for NAV2013R2, and that your NAV partner feels brave/safe enough to do it. From the long term perspective I would say that starting with NAV2013R2 is not the worst idea. I hope the product will stabilize now, and it should be more complete. From the reports POV, the developer can now use Report Builder in VS2012. This alone could be a major benefit compared to earlier versions. However, like every new release this will have some quirks which need to be ironed out with hotfixes. For example the core G/L posting function has been redesigned. It would be safe to assume that there will be new bugs, and some old ones squashed.
