Is it possible to directly set up a standard environment with Tier 4 without needing to go through the process of setting up a standard environment with Tier 2 in Dynamics 365 for Finance and Operations (D365FO)?

Check with your EA/CSP, you should be able to purchase a T4 in the exact same way you purchase a T2

Tier-4 environment is an add-on environment with performance testing. If you want to purchase an add-on environment, it is recommended to work closely with the cloud solution provider or license service reseller. The following diagram shows the process for purchasing add-on environments.
