Code hunter. We have looked at this extensively and all lines need to be approved on a purchase requisition before it will move to the Release form. If you have a line that you dont want you need to recall the requisition and delete the line.
We were also disappointed to find we could not do what you are wanting to do, unfortunately its not really possible.

I think this is not a good idea to add new line in those purchase requisition. Better I will suggest to add new line in PO stage this is simple and logical. if you want to edit the approved PR it means you are tempering with the approval.

As I earlier told you this is not a good idea to edit approved release PR. So better add the item in PO created from this PR and submit it for approval. This way you apply approval on PO.

Unfortunately ALL lines must be approved on the requisition before any of them will appear on the release approved PR form. If there are any that you dont want then the line must be deleted (recall in workflow and delete line).

i guess there must be another way to add that line in released approved PR list by modifying its class
Logically if you approve PR means all lines approved. So whats the logic to release only one item to the released PO. If you want to do the same create separate PR and process it.
or
If some of the item not approved just recall for a revision and ask the PR creator to add/delete those line and just process only those are correct.
Code hunter. We have seriously looked at this in quite a bit of detail to accomplish what you want. Unfortunately the budgeting/budget control framework is built around all the lines being approved. You can certainly set individual lines to approved status in your workflow event handlers early but youre liable to run into issues and accounting inconsistencies.
