Incoming Email (queue.emailaddress), what's it for? What does it do?

If I enter someone's email address and build a template that mails To: the queue, will the email go to that person?

I ask because I am looking for a way to make the workflow recipient maintainable within the data instead of at the customization/solution level. Also would prefer not to need to go to an M365 admin to juggle group memberships.

this learn.microsoft.com/.../configure-email-incoming-messages is designated for On-Prem. What about Online?
