Notes attachment is not displaying (rendering) in portal entity forms

Has anyone seen that Notes attachment is not displaying (rendering) in portal entity forms? only for some entities or has any clue why it happens ?. This is an entity migrated from CRM 2015 on-prem to D365 cloud.
