Master Planning creating unnecessary planned purchase orders

I keep getting unwanted planned purchase orders in Master Planning for items that are already in stock and at or in excess of the MIN safety stock level. Is this some kind of coverage group setting?

I have had this happen on several items and I'm not sure what I'm doing wrong. Even by its own tally, we have the necessary quantity on hand.

What exact settings do you have on the coverage group GT60? What settings do you have for the item coverage, including min and max on hand values?
