In NAV 5 my export to excel button has no function behind it. How do I set this up?

Where are you checking this, is it a report or a form ? You need to write your own code to export the data.
If you are looking for the standard functionality then it is available from 2013 onwards.
As I recall, it would work on List pages, but not for much more beyond that. Also, I have vague memories of there being a way to create Export templates in XML (or was that in NAV 2009)?

Here I've created a report and using Record Excel Buffer to export the contents.

Make sure you have records in 2 tables Send-To Program (2000000065) and Style Sheet (2000000066). If they are empty, you can copy them from Cronus database and restart the client:
