Migrate an existing Dynamics 365 Finance & Operations environment from commercial to GCC

I have a customer with an existing environment in a commercial tenant. From what I can gather, engaging Microsoft support to migrate their Dynamics 365 Finance & Operations environment to GCC is unsupported. Is this true?

If so, what options are available to get them up and running in GCC? Can the environment be backed up and restored to the GCC tenant directly? Is cloud to on-prem and back to GCC cloud supported?

I don't have experience with these types of requests. You would need to contact Microsoft for the options.
