Hi
I know azure communication services - SMS has API and practically when you have API you can integrate it with BC. But I wonder if anyone successfully created a such solution?
For example in SO user can call the API and populate it with phone no on SO and type text and send an sms?

Forgot to mention that the ability to acquire a phone number in order to make/receive phone calls along with sending/receiving SMS messages is not yet available worldwide. You need to check if this service is available in your region.
Azure Communication Services (ACS) is a managed cloud service that provides you with communication capabilities, including the ability to make and/or receive phone calls, sending and/or receiving text messages, making audio and video calls over IP and hosting group meetings and chat.
You have two ways for doing what you want:
1) Create an azure Functions that interact with ACS
2) Use REST APIs (limited).
For sms integration, I suggest the Azure Function approach. I will try to explain a solution in a blog post.
