1099 Forms do not display in Vendor record for selection - AX 2012 R2 CU7

I am trying to setup a vendor for 1099 processing but the list of 1099 forms, e.g., 1099 Misc. etc., does not display in the "1099 Box" field in Tax 1099 fast tab for selection. The drop down list is completely blank. Any thoughts as to what I am doing wrong, and solution? Thanks for your help.
