Is there a way to create a gate at the pack slip stage of an order in GP? We want to ensure that Serial Numbers have been properly assigned prior to printing a pack slip. I am imagining a pop-up or notification to reminder the user to assign SN's prior to printing. Is this a possibility?

Are you using Advanced Distribution at all in your GP system?
There is a way to do it with that and you'd set up a step in the pick/pack/ship workflow -- from what it sounds like it would be in the pick step.
Depending on the setup of your sales documents, GP can also auto assign the serials if you'd like. It sounds like there is a business reason why they need to be assigned separately though.

As was mentioned, the 'pick' stage of the Pick/Pack/Ship 'Sales Workflow' from Advanced Distributions would be a stage that 'stops' the process until you 'confirm pick' that the numbers are correct.
If you are looking for some kind of actual pop up, that would have to be some custom code or something that is outside of our 'canned' install.
