If you are targeting a cloud instance, supply these IDs if contacting Microsoft support.
[2024-01-27 05:07:40.49] The request for path /v2.0/Sandbox/dev/apps?SchemaUpdateMode=forcesync&DependencyPublishingOption=default failed with code UnprocessableEntity. Reason: Your license does not grant you the following permissions on TableData 2000000206 Published Application: IndirectInsert for company Test.
To view details about your permissions, see the Effective Permissions page. To report a problem, refer to the following server session ID: '2663'.
First download symbol successfully then try to publish extension but not publish and given mention error.

    Hi, This seems to be a permissions issue. Please ensure that the user has the following permission set.
     
    In addition, this may also be a problem with the validity period of the trial environment. I hope the following information can also give you some tips.

    This permission already added also super user there.
     
    Licenses is Dynamics 365 Business Central Team Member that's why creating problem?

    @ Yes, the issue is the license not the permissions. You can have any permissions, even SUPER and EXTEN MGT - ADMIN but it's not enough. You need either the license Essentials or Premium. I have the same problem, we are trying to use a trial license

    Hello @JD-27040905-0,

    If the user already has SUPER permission, check whether any company in that environment is expired. You can review all non-evaluation companies in the trial environment, because if any company is expired, it might throw this error.

    🔹 Open your user

    🔹 Check Permission Sets

    • Assign yourself SUPER OR:
      • D365 EXTENSION MGT
      • D365 ADMIN  
    • Change:

      "schemaUpdateMode": "Synchronize"
    • Republish

    Hello,
    This error means the user/license you are using to publish the extension doesn’t have enough permission to insert into the system table Published Application (2000000206), so symbol download can work, but publishing fails; in SaaS sandbox, publish using a user with proper admin/developer rights, usually SUPER plus the right license/role, and check Effective Permissions for that user in the target company Test; also avoid using a normal business user account for VS Code publishing, confirm the environment is really Sandbox not Production, and if permissions look correct but the error remains, raise a Microsoft support ticket with the session ID shown because this is a platform/system table permission issue, not something you fix by adding permissions inside your AL extension.

    simple solution: Delete all non-evaluation companies from all your Business Central environments, for that tenant.
