This is a brand-new vanilla install of Dynamics 9.0 (on-premise). I was getting several error messages about the failure to load plug-in assemblies when attempting to load certain entities (Leads, e.g.) When I checked the assembly folder under 'Program Files/Microsoft Dynamics CRM/Server/bin/assembly' there is only one .dll present- Microsoft.Dynamics.SalesSMB.Plugins.dll.
Obviously this is wreaking havoc on the site. it's essentially unusable in this state; can't create Users, Accounts, Opportunities, etc.

This issue may occur if app pool account is missing required privileges on the directory. So, I would suggest to check and give missing privileges to the CRM Application Pool service account being used to the C:\Program Files\Dynamics 365\Server\bin folder directory. If above step do not help then you can share the update rollup installed on CRM Server ? If it's not the latest, can you install latest build - 9.0.18 and then test ? You can download it from here - www.microsoft.com/.../details.aspx
