Hard bounces: The hard bounce limit is for Marketing 8%. The preferred bounce rate is less than 2%.
Does anyone know how the 8% is calculated? On which data basis? Sent e-mails per marketing e-mail? Sent mails in total in the Marketing App?
And who exactly gets the warning notification: "In the first stage of review, the Marketing application sends a warning notification to the address associated with your account." ?

My name is Ivan Maltsev. I am Deliverability Expert at Microsoft Dynamics 365 for Marketing.
The numbers are being calculated based on actual sending statistics. We have automatic alert set up that is being triggered if actual rate of bounced emails reaching the limit of 8%. It is a calculated as a ratio of bounced emails compared to the amount of actually sent emails.
We send an email to the "Company Administrator" role email address with the notification that contains the bounce rate percentage, and some recommendations on how to resolve this issue and link to our email deliverability best practices documentation webpage.

I think the rate is calculated by this way:
Hard bounced emails/delivered emails < 8%.(They are all total sent emails of Marketing application.)
Does anyone has information?
