No, It was not release as per my knowledge.
same question, apparently, the 2013 toolset doesn't find the NAV.timer.dll of version 7.0.0.0
How to import this fob? should I burn my installation by installing the nav2013 dll?

Just in case you want to test performance: There is a special tool for NAV 2013 R2 called Microsoft Dynamics NAV Application Profiler.
