Billable time not calculating into the Actual Labor Cost on a Project

After submitting and approving time on a project, why doesn't the billable time calculate into the Actuals under Actual Labor Cost for the project? If the Actual Hours are calculating and adding the appropriate amount of hours submitted, why wouldn't the billable rate cost for those hours then calculate into the Actual Labor Cost? Am I missing a step or steps?

    Thank you, Antti. I did finally figure out that there was not a cost price list set up when the organizational unit was first created. I set one up and now it's working properly.
