after closing the year 2019 13 periods I can't do the fiscal year close and I found the year 2018 status is open. I do a table synchronization through AOT, but it didn't fix the issue. could you help me

The overall status of 2018 is indeed open but the individual periods have a closed status in the lines.
Yet, if the individual periods in 2019 are closed, rerunning the year end process 2018-2019 might not be feasible and end up with a similar error message.
Guess that Abdelkader needs some help from a technical guy who could possibly reopen the 2019 periods in order to execute the opening balance transfer 2018 > 2019 that Andre suggested.

On the screenshot of the Ledger calendar for 2018, the status is indeed open. Have you tried to rerun the opening balances for 2018 > 2019 and enable the GL parameter to close the fiscal year?
You can test this in a separate environment first to see if there is no unwanted impact by rerunning the opening balances.

The screenprints above highlight the status 'closed'.
The error seems kind of misleading because from the screenprint the previous year looks closed.
Had a look at LCS but did not find any hint for an existing bug.
Would thus recommend that you either get into contact with a developer to debug this or open a support case with MS to ensure that this is not a bug.

yes, my firm recommend to close and we do it with the same parameters for more than 6 years ago. but this time we encounter the mention issue, could you help urgently.

I can see from your parameters that you want to close the period.
Is that really what you want?
I am asking this because you won't be able to reopen it if some subsequent adjustments would be necessary.
Rather than closing the period, I would recommend putting it on hold and changing the GL parameter that you can see in your first screenprint.
