Hi expert, am I required to install Jet Express Report? What is the purpose of the Jet Express Report? What reports need to be created by Jet Express Report in NAV2013? Thank you!

You have a couple of options for training,
Their you tube channel channel a lot of info, just remember the free version is the "Express" version, so looking at the other (Paid) versions will show you different functionality
The next option is their paid training classes you can find here:

Or you can ask your partner to assist with training if they have someone who has the skills

Jet reports is essentially a connector between NAV and Excel, it allows refreshing of report content directly from the Live NAV system in the excel report, you then use pivot tables to produce reports
There is a free version that is supplied with NAV and then various paid version that offer more functionality, and it is capable of doing more, this is just what we find to be the core of it
A lot of our clients are using the free version and getting great benefit so well worth looking at

To answer your questions a great place to start would be to check out the Jet Express resource website. It has lots of useful information, training videos, and you can download their Report Player with sample reports.
