How to import new Users in field service

I would like to import new users in field service, and I go to Settings > General > Users > Excel Templates > Download Templates. (select Enabled Users)

However, this excel contains existing users, how can I input the new user instead of updating existing users?

I have tried to copy the excel header to a new empty excel sheet and input the data. When I upload the excel, it shows the errors:

The import file does not have the format that Dynamics 365 uses to map the data to Dynamics 365 fields. It is possible some hidden sheets that the system uses have been modified or corrupted. Try again with a file exported from Dynamics 365.

I would like to know what is the proper way to import the new users data?

Hi partner,

Now all the users in Dynamics 365 applications are syncing with Office 365, so we should add and manage the users in Office 365 admin center

In User tab, we could manage users in D365.
