Cannot publish Retail Catolog - no workflow button

I have a workflow setup for retail for the catalog. (I am in demo company). I create a new product catalog - it validates but I get no workflow button. Even if I go to edit it. That said, there are ones done before that have the workflow button and I can see the history. What am I missing?
