Is it possible to create a workflow process that triggers an email send to each contact at the point of creation in the system?

Yes, it is possible.
Thanks Andrew. I tried but it is not working properly and I can't attach screenshots.
I created it as a workflow process to run in the background on the contact entity, checked when a record is created, made the criteria as follows:
If "email" field contains data on the contact form, "create: Email." I think the properties of the email is where I am going wrong... I put in the "To" field a dynamic value "Contact." I'm not sure if that is correct? Do you have a screenshot or example?

First - to attach screenshots click "Use rich formatting" under the message.
Regarding the rest - you're on the right path but use "Send Email" step instead of "Create Email" - yes, it's correct to pass contact to "To" field.
