How many records can we import from a excel file to the application directly and import excel file data using a web service API call?

Unlimited in both cases.

Yes. Why not.
There is no specific limit for number of records but maximum file size allowed for .zip files is 32 MB. For the other file formats, the maximum file size allowed is 8 MB.

Using API call you can create as many you can but it's depends on how you are calling.
No limit is define as of now.
