We have a user that has run into an issue entering time on weekends/holidays - if he tries to put hours in for these dates he gets the error "Date 1/1/2020 is closed in the calendar." We don't see other users running into this error entering time for these dates and it doesn't appear to be his security.

Have you checked the project setup of this employee in the HR module?
Does this employee have the same period code assigned as all the other users?
Another thing that you can check is in GL the periods and the module access levels. Do you make use of the module access levels and have you assigned specific users / user groups to them that are allowed to record transactions in specific periods?
