I double checked that and it does not work on my side either.
On LCS, I found the following hint:
Issue 267219Unable to send report when email provider is set to EML
Problem:
Unable to send report when email provider is set to EML
Remarks:
Microsoft has evaluated this issue, and has determined that this functionality is working as designed.
The customer should use SMTP for this report because it is a server created report. The EML option is for client (browser) side reports. This link has an example that works for EML.
Seems that this is not possible.

I'm working with D365FO
In Email parameters, i try send a Test Email using the EML providor, and it downloads and opens an email. But when i try send a PO Confirmation (using Print Management Settings) it does not bring up an email.
