Licensing for a customizer

Hi there,

I want to discuss a best practice for a customizer who takes care of more customers/tenants. We are a MS partner, and we have multiple customers, small and medium, both on-premise and online. Is it necessary to force each customer to pay an extra license for an external customizer/consultant? Or is there any way to configure and/or customize a tenant/environment/application/solution without a license, just with an appropriate role? (Power Apps admin, Dynamics 365 admin)? What is possible, what is a recommended approach?

    Hi,

    User can't access D365 directly unless they have a license. Other way that users can use is Portal which is the most convenient way.

    Power Apps makers can now create a powerful new type of experience: external-facing websites that allow users outside their organizations to sign in with a wide variety of identities, create and view data in Microsoft Dataverse, or even browse content anonymously.

    These capabilities feature a revamped end-to-end experience for makers to quickly create a website and customize it with pages, layout, and content. Makers can reuse page designs through templates, add forms and views to display key data from Dataverse, and publish to users.

    Hello Leah,

    Thank you but my question was not concerning portals. I was asking if the other partners always have a licensed customizer user account or if a user without license (but with a Power Apps or Dynamics 365 admin role) is enough. See also docs.microsoft.com/.../global-service-administrators-can-administer-without-license.

    It seems that such a user can administer but not customize the applications. I wanted to confirm or deny it.

    As a partner, that is my understanding. You can "admin" but not "customize". Sometimes MS can be truly expert at splitting hairs.
