Out of the box, there is no public entity that has the last login date of a user. For that reason, Power Automate is not an option without an additional customization. Note that the User log is not always having reliable data. In case users never login, but are used for e.g. batch jobs and integrations, they should be skipped from such an automation. Also, in case users are only using an app for e.g. invoice approvals, they might not have the correct data in the user log table. So, be careful with automation on disabling users and avoid disabling the Admin user.
