i have created three legal entities, i used one as top level and the other two as sub entities, so in the Hierarchy view it shows that setup. but when i set the currency for any one of the entities it changes them all, not allowing me to have separate currency for each entity?

Hopefully the links which is shared, will be enough to get things straight for you.
You can keep one HR module in one entity and leverage the HR personnel to access to all 3 legal entities.
If you go to System admin > Users form; there you can select the concerned user and grant him/her access to all 3 legal entities.

thanks for the links i will check to see if this will be sufficient to get me going.
we have a small company but its setup is a bit complex, three companies, with three different currencies, but staff could all be considered under one roof. with one HR office managing them all.
so at this very early stage i need to know if i can use one HR setup with multi-currency, or setup three different companies for HR. if it will work fine than i would prefer one setup so HR people don't have to keep logging into different companies for different staff.
