Why is my personal standard view in Dynamics 365 not saved as standard/default

I chage the standard view all active cases to a other view to be my default view. But after closing the App and later opening the app. The view I set as the default view is no longer default. The standard is again all active cases. 
When I do this with an account that has system admin rights it works fine, the problem only occurs with users that have limited rights. What could be the cause and most likely what security setting is causing this. The problem applies for users that have limited rights.
